In the first critical minutes and hours of a catastrophic emergency such as earthquake, tornado, hurricane, or terrorist attack, all normal 911 Rescue Medical Emergency Services will be overwhelmed. There will not be enough immediate help for all of those who need it. It will take 24 hours to 3 days to bring additional help from outside areas. Do you know what to do when 911 can't come?

The information and techniques in this book and course are adapted from standard protocols used by Disaster Response Public Safety agencies, scaled down to citizen level and ability. They are intended for situations where massive emergency makes normal 911 Emergency and Rescue Services unavailable or seriously delayed.
